I restarted using f8 and last known good configeration and it booted. Windows Xp Won't Boot In Safe Mode It may restore your windows install but I'm pretty sure most application will need a reinstall. Thanks for the hint though.

The first time I booted up after your suggestions and removing all in the start up from msconfig it restarted and everything came up. If you suspect that Windows XP won't boot because the partition boot sector has been corrupted, you can use a special Recovery Console tool called Fixboot to fix it.
